This implements the exact direction approved in the mockup:

MOBILE — ALL THREE PROMPTS MAY BE ACTIVE AT ONCE
Layer order:
1. Newsletter modal (highest)
2. Cookies banner
3. PWA Install banner
4. Mobile footer

NEWSLETTER
- Compact centered premium card.
- Teal visual header.
- Close button always visible.
- Fits in reserved top/middle area on 440x956 style screens.
- Light + dark mode.

COOKIES
- Premium white/dark compact banner.
- Two buttons: Manage + Accept All.
- Positioned above PWA banner.
- Visible even while newsletter modal is open.

PWA INSTALL
- Premium compact install banner.
- Positioned above footer and below cookies.
- Still hidden when the app is actually in standalone/fullscreen mode.

MOBILE FOOTER
- New dark glass footer matching the approved mockup.
- Teal active state.
- Center Discover circle stays INSIDE the footer.
- Circle expands/glows only when touched.
- Footer remains visible while prompts are shown.

STACKING
- Bootstrap modal backdrop is deliberately below Cookies/PWA/Footer.
- No prompt is placed under the footer.
- No prompt is hidden just because another prompt is active.

NO MIGRATION.

INSTALL:

unzip -o PESYJE_V14_3_8_APPROVED_PROMPTS_AND_FOOTER.zip
php artisan optimize:clear

Then hard refresh / Service Worker Update once if browser cache persists.
