PESYJE V14.3.7 — PROMPT UX FIX

This fixes the actual mobile mess shown in the screenshot.

Behavior order:
1. Cookie banner gets first priority.
2. Newsletter appears only after cookies are accepted/already accepted.
3. PWA install prompt is not allowed under the cookie/newsletter layers.
4. Mobile footer hides while newsletter owns the screen.

NEWSLETTER
- Much shorter on mobile.
- Fits fully inside 100dvh.
- Compact 126px visual + compact form.
- Close button always visible.
- No huge scroll/cutoff.

COOKIES
- Compact premium banner.
- Desktop bottom-right.
- Mobile directly above the footer.
- Existing accept ID retained.

PWA INSTALL
- Sits above the footer.
- Hidden while cookie/newsletter UI is active.
- Existing browser native install flow remains intact.
- Installed standalone mode remains hidden.

MOBILE FOOTER
- Bottom position kept low.
- Center circle stays inside.
- Enlarges on tap.
- Hidden under newsletter modal to prevent visual stacking.

No migration.

Install:

php artisan optimize:clear

Then hard refresh / Service Worker Update once.
