PESYJE V13.6 — MOBILE FOOTER FINAL LOGIC + ADMIN

Fixes user-reported problems:
1. Center button is rewritten; no one-time popup bug.
2. On normal pages center = "Zbulo", NOT "Shto review".
3. "Shkruaj review" appears ONLY on the public business profile and directly opens the existing review route.
4. On /businesses center = "Filtra" and opens the REAL existing #searchFilters form as a mobile bottom sheet.
5. Notifications have a completely separate notification-only sheet. They no longer duplicate the center button.
6. Removed the PWA/Offline text pill underneath the footer. No extra text is displayed below the mobile menu.
7. Footer is visible in BOTH mobile browser and installed PWA.
8. Dedicated Admin section added inside Admin -> PWA / Aplikacioni -> Footer Mobile.
9. Admin can configure:
   - enabled / disabled
   - max mobile width
   - collapse-on-scroll
   - haptic feedback
   - primary color
   - Albanian labels
10. No new migration.

Install:
Extract + overwrite in /home/n377435/pesyje
cd /home/n377435/pesyje
php artisan optimize:clear

Then go to:
Admin -> PWA / Aplikacioni -> Footer Mobile
and save PWA once.
