PESYJE SUPPORT V18.2 — LANGUAGE DATA FIX

This fixes the actual problem: the language badge/filter was not tied to the real SQ/EN text.

Changes:
- Language filter uses title_sq/body_sq and title_en/body_en directly.
- Language badge is derived from real translation fields, not blindly from the old language column.
- Selecting English NEVER falls back to Albanian text.
- Selecting Shqip NEVER falls back to English text.
- SQ + EN means the record really has both translations.
- New/Edit reply: selecting SQ hides EN fields and saves only SQ.
- Selecting EN hides SQ fields and saves only EN.
- Selecting SQ + EN requires and saves both.
- Repairs the five default canned replies with correct Albanian + English translations.
- Normalizes legacy language badges from actual fields.
